I know:
Some of the board members has family members, relatives or friends are in yard maintenance businesses.
No matter how the homeowners clean, lawn and sod their yards, HOAs continuously send violation notices to the homeowners until the homeowners hire someone taking care their yards. So they have receipts to prove to the HOAs.
This is psychological punishment homeowners.
